In 2024, it looks like Marketplace/exchange health insurance premiums are poised to rise modestly. The median proposed rate increase is 6%, with most increases falling between 2% and 10%. These proposed rates are not the same as final rates, which are typically set after regulatory review and public comment periods.

These rates are based on the 2024 individual marketplace filings submitted by health insurers to Connecticut’s state insurance department. Rates are for a 40-year-old on a Silver plan, and assume an annual enrollment period.

The health market filings indicate that the cost of care is rising due to a combination of factors. Health prices tend to grow faster than the overall economy, but economic inflation appears to be starting to spill over into the health sector. Additionally, utilization of health services has declined significantly in response to the pandemic, and few insurers expect a return to pre-pandemic levels of usage.
